what is this that i keep hearing about a vinegar solution being placed and the genitals to bring out warts? is this an accurate method of detecting them?

Yes placing vinegar on a possibly infected area does bring out the warts. Since the wart itself is full of DNA researchers have found out that vinegar constricts the area and then brings out the warts. They will appear white in color.
The type of vinegar they use is just regular white vinegar. They take a cotton swad, and wipe it on the area that could be infected and then the doctor lets it set there for about 3 minutes to make sure it gets absorbed.
If you're thinking about doing it yourself I would not. I would think having a doctor do it would be much more safe.
And yes normal bumps can be found on the penis. Usually people diagnose themself with having HPV before seeing a doctor. If I were you I would go to your doctor and have a check-up. Especailly if you're worried about having HPV.

The vinegar application is a test for external warts generaly used for men on the penis and scrotum, it is not a test for HPV.

It "brings out" the warts by making small otherwise undetectable areas of the affected skin turn white.

Its not dangerous at all, and can be done at home. You soak the suspect area with vinegar for a few minutes (3-5) then examine the area with magnification.

You are looking for the obvious warts to turn white or there to be small patches of white dots.

Vinegar doesn't always indicate warts. It's possible to have warts that do not turn white or respond to vinegar. Mosty often they will, but by no means is turning white after the application of vinegar a definite indicator.
