This is a classic signs of an infection generally caused by staphelecocus bacteria. The reddness swelling and increased temperature is from the increased activity fighting off the bacteria, and the yellow stuff is dead white blood cells that have been expended (aka pus).

Topical antibiotics will usually take care of that, but to be on the safe side better see a doctor to get a round of antibiotics.

Its dangerous to cut things off your body, especially your genitals. When you visit a doctor all of their equipment is properly sterilized and disinfected to prevent serious infections.

Another advantage of visiting the doctor - you'll get a professional diagnosis.

The yellow stuff appearing from the cut could be puss from an infection.

I don't want to scare you ,but, get yourself to a doctor! Don't try to treat your warts by yourself. You may need treatment which can make the situation much better.
