i have been diagnosed with hpv one doctor says its hpv and one says its pores that are standing out how can i be sure?

It's likely that both are true. Most men DO have pearly penile papules which are these bumps you're describing. It's possible your doctor missed the warts the first time or they weren't developed enough yet to spot.
